Why this is a Portland problem
- Aluminum was used for residential branch circuit wiring nationally between approximately 1965 and 1973, when copper prices spiked and aluminum offered a cheaper alternative. Portland has a meaningful inventory of homes from this era in established NE, SE, and North Portland neighborhoods and early suburban development in Beaverton, Gresham, and similar areas.
- After 1973, copper prices normalized and aluminum fell out of use for branch circuits. Homes built before 1965 and after 1973 generally do not have aluminum branch circuit wiring. The window is specific.
- The problem is not the wire running inside the walls. The problem is at the connection points: most outlets, switches, and fixture connections in these homes have been replaced over the decades with devices rated for copper only, creating the hazard at every device where aluminum wire meets a copper-only terminal.
- Aluminum is still used for large-load circuits, such as the wires feeding a dryer, range, or subpanel. That is normal, standard practice, and not a concern. The concern is the smaller-gauge aluminum wire running to standard 15 and 20-amp outlets and switches throughout the home.
The wire is not the problem. The connections are.
This distinction is the single most important thing to understand about aluminum wiring, and it is the thing most buyers get wrong when they first hear the term.
Aluminum wire running inside the walls of a 1968 Portland home is not inherently failing. It has been in there for 55 years. It does not deteriorate on its own inside the wall cavity.

The Consumer Product Safety Commission flagged aluminum wiring in the 1970s specifically because of the device connection issue, not because the wire inside the wall fails. Aluminum oxide forms at the gap. Unlike copper oxide, aluminum oxide is a poor conductor. Resistance at that point increases.
Current flowing through a resistive connection generates heat
The amount of heat is proportional to resistance and current. A heavily loaded circuit with a degraded connection generates significant heat at that point. The outlet box or switch plate warms. Arcing can occur.

What a home inspector can and cannot determine
I can confirm whether aluminum branch circuit wiring is present at the panel. I can note whether connections visible at the panel appear to have been addressed with pigtails or other remediation. I can flag outlets or switches where the cover plate has been removed and the wiring is visible.
What I cannot do is evaluate every outlet and switch connection in the home. That is not within the scope of a standard home inspection, and it would require opening every device box. That evaluation, confirming how many connection points have been properly addressed and how many have not, is what a licensed electrician provides when called in specifically for an aluminum wiring assessment.

Insurance

Financing
FHA and VA loans can flag documented safety hazards. If aluminum wiring is noted in the inspection report and the lender's appraiser flags it, remediation may become a required repair condition before the loan closes. Addressing it during the contingency period is cleaner than resolving it mid-underwriting.
Negotiation
Remediation cost is quantifiable. A licensed electrician can scope the work and provide an estimate during the contingency period. What happens next between buyer and seller is a conversation for you and your agent, not your inspector.
