Wood-destroying organisms — commonly referred to as WDO — are a significant inspection concern in the Portland metro area and Southwest Washington. Portland’s combination of abundant moisture, mild temperatures, and aging housing stock creates conditions where wood decay and wood-destroying insects can cause serious structural damage, often with minimal visible evidence until the damage is extensive. This article covers what WDO inspection involves, what organisms are most relevant in Portland, and how the process differs from a standard home inspection.
What Are Wood-Destroying Organisms?
Wood-destroying organisms is a broad category that includes two main types of threats: wood-decay fungi and wood-destroying insects.
Wood-decay fungi are the primary WDO concern in Portland. These organisms break down the structural integrity of wood, turning sound framing into soft, crumbling material that can no longer support loads. There are several types:
- Brown rot (cubical rot). Breaks down cellulose, leaving a brown, crumbly residue that cracks into characteristic cube-like pieces. Common in moist subfloor and crawl space framing. Brown rot can progress rapidly and compromise structural members significantly before it’s visible from the living area above.
- White rot. Breaks down both cellulose and lignin, leaving a bleached, fibrous, spongy material. Common in exterior wood elements — deck ledger boards, sill plates, and window/door frames.
- Wet rot. Requires persistently elevated moisture. Typically found where moisture is trapped against wood — under failing window flashing, at exterior sill plates with inadequate clearance from grade, and in crawl spaces with moisture intrusion.
In Portland’s climate, crawl space moisture, failing roof flashing, and improper grading and drainage are the most common upstream causes of wood decay. Controlling moisture is the only effective long-term approach — treating or replacing damaged wood without correcting the moisture source just means the new wood will eventually decay too.
Wood-destroying insects in the Portland area include:
- Carpenter ants. The most common wood-destroying insect in Portland. Carpenter ants don’t eat wood — they excavate it to create galleries for their nests. They’re strongly attracted to moist, decayed wood, which makes them an indicator of underlying moisture and decay problems as much as a standalone threat. Finding carpenter ants in a home is a reliable signal to look more carefully at moisture conditions, particularly in crawl spaces, at exterior wood elements, and anywhere wood decay has begun.
- Subterranean termites (Pacific dampwood and subterranean termites). Oregon is not as heavily affected by termites as California or the Southeast, but termites are present in the Willamette Valley and SW Washington and do cause structural damage. Pacific dampwood termites are more common in western Oregon and prefer wood with elevated moisture content. Subterranean termites, while less common in the Portland area, are the more structurally destructive species nationally.
- Carpenter bees. Bore circular holes in unpainted or weathered wood. Less structurally damaging than carpenter ants or termites but worth noting, particularly on older homes with exposed wood siding, fascia, or rafter tails.
- Powder post beetles. Wood-boring beetles that infest hardwood. More common in hardwood flooring and furniture than in structural framing, but occasionally found in older homes.
WDO Inspection vs. Standard Home Inspection: What’s the Difference?
This is a critical distinction that confuses many buyers. A standard home inspection is not a WDO inspection, and a WDO inspection is not a standard home inspection. They have different scopes, different licensing requirements, and produce different reports.
In Oregon, a pest inspection (or wood-destroying organism report) must be conducted by a licensed Oregon Department of Agriculture pest control operator. The WDO report specifically documents evidence of WDO activity and conditions conducive to WDO — not the full range of deficiencies that a home inspection covers.
In Washington, the licensing structure is similar. A pest inspector must hold appropriate Washington Department of Agriculture licensing.

Where WDO Issues Most Commonly Occur in Portland Homes
Based on inspection experience in the Portland metro area, the highest-risk locations for WDO damage are:
- Crawl space framing. Floor joists, rim joists, posts, and beams in crawl spaces with moisture intrusion or inadequate vapor barriers are the most common location of significant structural wood decay in Portland homes. - Exterior sill plates and rim joists. The bottom of the wall assembly where it meets the foundation is a classic decay location — particularly where soil grade is too close to the wood framing, where flashing is inadequate, or where exterior moisture management has failed. Oregon code requires a minimum 6-inch clearance between soil and wood siding or framing. Homes that don’t meet this standard have elevated WDO risk.
- Deck ledger boards and deck framing. Where decks attach to the house and at any horizontal deck surface, water infiltration and trapped moisture create prime conditions for decay. Ledger board failures can be catastrophic.
- Window and door sills and frames. Inadequate caulking and flashing at window and door installations allows water intrusion behind the frame, causing decay in the rough framing and interior trim from the outside in. This is often invisible until a window or door is removed for replacement.
- Roof-to-wall intersections and chimney bases. Failed flashing at these locations delivers water into wall cavities and attic framing. Roof flashing failures are a primary driver of hidden structural decay in older Portland homes.
When a WDO Inspection Is Required vs. Recommended
Required: VA-financed purchases require a licensed pest inspection in Oregon and Washington. Some FHA loans also require it. Certain conventional loan products with specific lender overlays may require it. Check with your lender early in the process.
Strongly recommended regardless of financing: Any home built before 1980, any home with a history of moisture issues or visible decay, any home where the crawl space was inaccessible during the standard inspection, and any home in wooded or heavily landscaped settings where contact between vegetation and the structure is common.
Responding to WDO Findings
WDO findings range from minor (a small area of surface decay on an exterior trim board) to significant (extensive structural framing damage in the crawl space requiring sistering or replacement). Response depends on extent:
- Minor localized decay: Remove and replace damaged material, correct the moisture source that caused it, monitor.
- Moderate structural damage: Licensed contractor to repair or sister damaged framing, full moisture source correction, possibly crawl space encapsulation. Cost typically $1,500–$8,000 depending on scope.
- Extensive structural damage: Structural engineer evaluation may be warranted before repair. Full moisture remediation program required. Costs can be significant and should be estimated by a contractor before closing.
- Carpenter ant activity: Identify and correct the moisture and decay source (ants don’t infest sound, dry wood), then treat. Treating without addressing the source is temporary.
- Termites: Licensed pest control treatment plus repair of damaged wood. Treatment for subterranean termites typically involves soil treatment and/or bait systems.
