If you’ve received a home inspection report and seen items flagged under the electrical section, there’s a reasonable chance GFCI or AFCI protection showed up somewhere on that list. These are among the most commonly noted electrical deficiencies in Portland and Vancouver area homes — and they’re also among the most misunderstood. Here’s what both technologies actually do, why inspectors flag their absence, and what it means for you as a buyer or seller.
What Is GFCI Protection?
GFCI stands for Ground Fault Circuit Interrupter. A GFCI device monitors the difference in current flowing out of an outlet versus returning through the neutral wire. If those values diverge by as little as 5 milliamps — indicating that current is taking an unintended path, potentially through a person — the GFCI cuts power in as little as 1/40th of a second. That’s fast enough to prevent electrocution in most scenarios.
You recognize a GFCI outlet by the TEST and RESET buttons in the center of the receptacle face. A single GFCI outlet can also protect downstream outlets on the same circuit when wired correctly — which is why pressing TEST on a bathroom outlet might kill power to other receptacles in the room.
GFCI protection is required anywhere water and electricity can come into proximity. In modern construction, that means:
- All bathroom receptacles
- Kitchen countertop receptacles within 6 feet of a sink
- Garage receptacles (all of them)
- Outdoor receptacles
- Crawl space receptacles
- Unfinished basement receptacles
- Receptacles near pools, hot tubs, and boat docks
The code requirements have expanded significantly over the decades. GFCI protection for bathrooms became required in 1975. Garage requirements came in 1978. Outdoor receptacles, crawl spaces, and kitchen counters followed in subsequent code cycles. Requirements keep expanding — the 2020 NEC added GFCI protection requirements for laundry areas and kitchen sinks.
What Is AFCI Protection?
AFCI stands for Arc Fault Circuit Interrupter. Where GFCI protects against ground faults (current leaking through a person or unintended path), AFCI protects against arc faults — the kind of electrical arcing that occurs inside walls when wiring is damaged, pinched, deteriorated, or improperly connected.
Arcing is a significant cause of residential electrical fires. The arc produces intense, localized heat that can ignite insulation or framing inside a wall cavity — often without tripping a standard breaker because the arcing current draw isn’t high enough to trigger overcurrent protection. A standard 15-amp breaker will trip at 15 amps of continuous draw. An arc fault fire can start at 1–2 amps.
AFCI protection is provided either by special breakers in the electrical panel (the most common installation) or by combination AFCI receptacles at the first outlet in a circuit. AFCI breakers are identifiable by their TEST button and the electronics visible through the breaker body — they’re significantly more complex and expensive than standard breakers, running $35–$55 each versus $5–$10 for a standard breaker.
Current NEC code (adopted in Oregon and Washington) requires AFCI protection for virtually all bedroom circuits, living areas, dining rooms, family rooms, and most habitable spaces. The requirements have expanded with each code cycle since AFCI was first required in bedrooms in the 1999 NEC.
Why Inspectors Flag Missing GFCI and AFCI Protection
Home inspectors apply a safety standard to electrical systems, not purely a code compliance standard. The key distinction matters: inspectors typically note the absence of GFCI or AFCI protection as a safety concern regardless of when the home was built. A 1962 home isn’t required to have been retroactively updated to 2023 code — but a bathroom without GFCI protection in that 1962 home still presents a real shock hazard.
Most inspection standards (including InterNACHI’s Standards of Practice, which govern Russ Motyko’s inspections at Trusted Home Inspections) require inspectors to report the absence of GFCI protection in locations where it’s now required, even in older homes. AFCI flagging varies more by inspector and standard, but a thorough inspector will note its absence in habitable areas of homes built after AFCI requirements became effective.
Common GFCI deficiencies found during Portland area inspections include:
- Non-GFCI outlets in garages. Especially in homes built before 1978, garages commonly have standard receptacles with no ground fault protection.
- Missing bathroom GFCI. Older bathroom wiring often has standard outlets. In some cases, a GFCI outlet was added to one location but doesn’t protect the others.
- Outdoor receptacles without GFCI. Exterior outlets on homes built before the relevant code cycle frequently lack protection.
- Unfinished basement and crawl space receptacles. Often original unprotected outlets that were never updated.
- Non-functioning GFCI. GFCI outlets and breakers have a finite lifespan. An inspector will press TEST and RESET on every accessible GFCI. A GFCI that won’t reset or doesn’t trip on test has failed and provides no protection.
Is Missing GFCI or AFCI a Deal-Breaker?
Rarely. Adding GFCI protection is generally inexpensive and straightforward. A single GFCI receptacle runs $15–$25 in materials and 20–30 minutes of electrician time. Upgrading all bathroom, garage, exterior, and kitchen countertop outlets in a typical older Portland home might cost $400–$900 total including labor. This is usually a negotiable repair item rather than a reason to walk.
AFCI protection is more expensive to add because it typically requires panel-level breaker replacement. Converting a non-AFCI bedroom circuit to AFCI protection requires replacing the breaker at $35–$55 per breaker plus labor — roughly $100–$200 per circuit depending on electrician rates. For a home with six bedroom/living area circuits lacking AFCI protection, total cost might be $600–$1,200. Again, negotiable — but worth understanding before closing.
The more significant concern is what else might be flagged in the electrical section. Missing GFCI and AFCI are often companions to other deficiencies: Federal Pacific Stab-Lok panels, Zinsco panels, or knob-and-tube wiring are all more consequential findings that often appear in the same homes where GFCI protection was never added. If GFCI deficiencies are flagged, make sure the broader electrical system has received attention in the inspection report.
The Role of Thermal Imaging in Electrical Inspection

What to Do If Your Inspection Report Flags GFCI or AFCI Deficiencies
First, read the full electrical section of your report, not just the GFCI and AFCI items. Get a full picture of what the inspector found before deciding how to prioritize. Then:
- For GFCI: Request seller correction before closing, or negotiate a credit and have it done promptly after possession. This is a genuine safety item, not a cosmetic issue.
- For AFCI: Decide based on the overall panel condition. If the panel is in good shape and no other significant deficiencies are present, AFCI upgrades are often handled as a post-closing project by the buyer.
- For failing GFCI devices (ones that won’t trip or reset): These should be replaced before closing regardless. A GFCI that doesn’t function provides zero protection.
- If the panel itself is flagged (Federal Pacific, Zinsco, double-taps, etc.), address that conversation first — AFCI can be part of the same electrical upgrade.
